# Notices

This file is referenced by the [Community Specification License 1.0](./LICENSE.md)
(Sections 2.1.3.3, 2.3 and 9.7). It records licence acceptances, withdrawals and
patent exclusion notices for the PRML specification.

## Code of Conduct

The Community Specification kit recommends naming two individuals here, so that
a complainant is not forced to report a maintainer to themselves. **The PRML
Working Group currently has one participant, so there is no second contact and
no internal escalation path.** This is stated plainly rather than papered over;
see [GOVERNANCE.md](../GOVERNANCE.md), which describes the same single-maintainer
risk for the specification as a whole. A complainant who does not wish to
contact the maintainer directly should escalate to the hosting platform's own
abuse process instead.

## Prior licence

Copies of PRML v0.1 and the PRML v0.2 RFC distributed **before 2026-08-29** were
published under Creative Commons Attribution 4.0 International (CC BY 4.0),
including the version archived at DOI `10.5281/zenodo.20177839`. A CC BY 4.0
grant is irrevocable, and this file does not attempt to revoke it: those copies
remain usable under CC BY 4.0 by anyone who received them.

From 2026-08-29 the specification is published under the Community Specification
License 1.0. The reason for the change is narrow and worth stating: CC BY 4.0
grants copyright permissions only and expressly grants no patent rights, which
is the wrong instrument for a document whose purpose is to be implemented by
third parties.

## License Acceptance

Per Community Specification License 1.0 Section 2.1.3.3, Licensees may indicate
their acceptance of the Community Specification License by issuing a pull
request to this file, including the Licensee's name, authorized individuals'
names, repository system identifier (e.g. GitHub ID), and specification version.

A Licensee may consent to accepting the current Community Specification License
version or any future version by writing "or later" after their specification
version.
